The battle over Lyndon LaRouche's Homeowner and Bank Protection resolution escalated over the month of February. As has been previously reported, the introduction of the resolution into the South Dakota legislature provoked a hysterical response from avowed enemies of LaRouche. The resolution was defeated at the insistence of Rep. Richard Engels, who defamed LaRouche. Engels used discredited material from a legal case in which LaRouche was fraudulently railroaded to prison by the Bush family and allied forces, in order to stop the resolution.

But, the HBPA was continuing to draw support from around the nation. The idea is to freeze the mortgage debt and mortgage backed securities. Have people pay a reasonable rental payment. Keep the banks open by Federal decree and protection from usurious debts.

*In Florida, the HBPA was filed in the Florida House of Representatives by State Rep. Priscilla Taylor (D-West Palm Beach), as House Memorial 913. Florida ranks number two in the nation in foreclosure rate, with 1 in 22 housing units receiving at least one foreclosure notice in 2008. Ft. Myers has 41,000 properties in some stage of foreclosure, prompting chaos in their court system, and throughout Lee County.


*The West Virginia House of Delegates filed HCR 9, the Homeowner and Bank Protection Act, which is the companion piece to the Senate resolution filed last week. *In South Carolina, HCR 3403, filed by State Rep. Leon Howard, has now garnered twelve more co-sponsors from all over the state, including prominent Democratic officials. *Four cities in Texas, including Alamo, passed the HBPA this week.

*On Thursday, February 20, the Albany, NY Common Council passed the HBPA resolution, Res 27.32.08. Albany is the capital city of New York State, and one of its larger cities, with a population of 94,000. It is a major port city, and was the family home of American System founder Alexander Hamilton. Albany now joins Buffalo as the second city in New York State to pass the HBPA.
