Yes Citigroup is splitting up into at least two pieces. Although it is what it is, the British and their friends have a hand in the operation. Citigroup, with luminaries such as former Treas. Sec. Robert Rubin, is deemed too "American." The Anglo-Dutch want HSBC, also known as the queen's dope bank, Hong Kong and Shanghai Bank to take over as the world's top bank. Then JP Morgan Chase, from the old British run house of Morgan can take over as leading US bank.
And yes, HSBC was created after the Opium Wars of the British Empire forced China to surrender to the dope trade.
